Bill of Rights Institute

The Bill of Rights Institute publishes a large library of free civics, government and American history curriculum built around primary source documents. Rather than a single course, it is a collection of complete resources that families can use whole or pull individual lessons from.

The centrepiece offerings are its full digital textbooks. Life, Liberty, and the Pursuit of Happiness is a complete American history course covering the colonial period through the modern era, and Think the Vote plus the Documents of Freedom collection cover government and civic principles. Each chapter combines narrative text with the actual founding documents, court opinions, speeches and letters being discussed, followed by comprehension questions and structured discussion prompts.

Beyond the textbooks, the site hosts hundreds of standalone lesson plans, primary-source analysis activities, short explainer videos and its Homework Help series on YouTube. A recurring format is the "Philosophical Chairs" and civil-discourse lesson, which gives students a contested question, source material on both sides, and a protocol for arguing it respectfully — useful in a homeschool setting where a child may not otherwise practise defending a position against a peer.

For homeschooling parents the practical draw is that this fills the gap between a dry government textbook and unstructured reading of the Constitution. The materials assume no background in law, provide the documents in context with vocabulary support, and are written for high school with a good deal that works from about seventh grade upward.

Everything is genuinely free. Creating a free educator account unlocks downloadable PDFs, answer keys and the ability to save lessons, but most content is readable without signing in.
